I've been doing a lot of blogging today... now on to the topic
How is everyone handling the phone question? I'm sure Louise will give us guidance on this one.
When an adult asks to use the phone or if there is a phone that they can use I normally say: The phones are for library staff and library business only but we do have a pay phone outside. If it is a child and they need a ride, I dial the number and tell the parent to come pick them up.
However, I'm not sure if it is correct. So what is the answer?

That is exactly what I do!
Yes this is EXACTLY the right thing to do. The reason is that we just don't have enough phone lines for a patron to tie one up talking!
